New EU Block Exemption rules came into force on June 1st, which should be good news for the independent aftermarket sector across Europe. Under the new regulations car makers cannot make warranties conditional on having services like an oil change done within their network of dealerships workshops.
It also puts in place rules, which should see independent garages given better access to technical repair and maintenance data, while repairers will also be able to use spare parts from independent manufacturers. Rules on greater flexibility in the organisation of car sales will be implemented in 2013.
Speaking on the introduction, EU competition commissioner Joaquin Almunia said “I strongly believe the new framework will bring down the cost of repairs and maintenance that represent an excessive share of the total cost of a car over its lifetime. It will also reduce the cost of distribution by doing away with overly restrictive rules.”
The new regulations present a genuine opportunity for independent garages to expand their business by targeting under warranty vehicles. They also create a more level playing field in the market, which should lead to a reduction in overall repair and maintenance costs.
